Oswego County flow control lawsuit discussion leads to outburst

A judgment against Oswego County for legal fees to be paid in a lawsuit challenging the county’s flow control lawsuit brought about some debate and an outburst from the plaintiff who was sitting in the audience.

During Thursday’s meeting, the legislature voted to pay Jeff Holbrook $65,214 as ordered by the court.

Holbrook sued the county over its flow control law and a federal court judge ruled the county’s law unconstitutional.

Composition of Oswego County Ethics Board slated for discussion

The recent events in regard to an apparent ethics board leak has led to the discussion as to whether the composition of the board needs revamping.

The Oswego County Legislature’s Strategic Planning and Government Committee will discuss the board when legislators meet April 23.

In the meantime, some legislators are gathering information from other counties as to the number of members they appoint to their boards and the composition of the membership.

Oswego County legislators seek probe into leak

New information was provided during Monday’s meeting of the Oswego County Legislature’s Strategic Planning and Government Committee regarding an ethics complaint that was reportedly leaked to the press.

Last year, a complaint was filed by former legislature chairman Barry Leemann against Legislator Shawn Doyle. Doyle said he was contacted by a reporter prior to being notified that a complaint was filed against him.

Doyle added that he immediately contacted County Attorney Richard Mitchell and inquired who might have tipped off the press. Mitchell, Doyle said, told him that the packets had yet to leave his office when he contacted him within five minutes of his call from the reporter.

Oswego County legislator seeks additional government transparency

The Oswego County Legislature’s Strategic Planning and Government Committee will discuss transparency in county government during a meeting to be held Monday.

Minority Leader Mike Kunzwiler requested that the issue be added to the agenda for discussion.

One issue Kunzwiler is seeking to address is the fact that legislators are required to fill out a Freedom of Information form to request county records.

Democrat legislators call for probe of ethics leak

If there are no answers as to who leaked an ethics complaint filed against Legislator Shawn Doyle when the Oswego County Legislature’s Strategic Planning and Government Committee meets Monday, Minority Leader Mike Kunzwiler said he will request an investigation.

“This taints the integrity of the process,” Kunzwiler said Tuesday. “If only five people were in possession of the complaint, how hard can it be to determine how it got out?”

Late last year, then-legislature chairman Barry Leemann filed an ethics complaint against Doyle alleging the legislator may be misusing office space at the H. Douglas Barclay Courthouse in Pulaski.
